Marshall Engineers, LLC was established in December of 2009 to provide construction management and superintendent services for The Cornerstone in Shorewood, WI. Marshall Engineers, LLC continues today as a boutique construction management engineering consulting firm organized to provide preconstruction and construction management services on a project by project ala cart basis for owners, architects, contractors and related industry partners. Our hands on experience in development, design and construction of building projects gives us the expertise to blend the activities of all of these entities to minimize duplication of efforts, maximize their potential and create the best value and return on investment for all.
Even before pre-construction, when the project is just an idea, we will help the owner evaluate the need for the project in the first place. We believe in sustainability. We ask direct questions. Can you modify your process to use your existing facilities more effectively to suit your needs? If you can’t, should you buy or rent and remodel or build new. What’s the suitability of the existing building or the new site?
Suitability of a new site depends on more than its grades, contours, the strength of the underlying soils, environmental issues and availability of utilities and other services. It also depends on its location, on building and zoning codes and the policies of applicable governing authorities.
In pre-construction, we continue to review the issues we evaluated before the pre-construction phase. We establish the team organization, the vehicles for communication between the team members, a file retention and retrieval system and a method to track and control potential changes. We solicit, receive and evaluate proposals from the engineering, architectural and other experts who will help up develop the details of the project. They will be engaged on an incremental basis first to develop a conceptual design, then a schematic design and finally a full set of construction bid documents.
During pre-construction we will develop recommendations concerning materials and methods for construction, develop and refine budgets and schedules, develop bid packages, solicit proposals for construction and evaluate those proposals.
During construction, we will be the owner’s representative, the architect’s field project manager, or the contractor’s project manager or superintendent or both. We’ll monitor the budget and the potential changes, the progress of the work, the quality of the work and the effectiveness of the safety programs. In any case we will attend the owner’s or subcontractor’s site meetings or both. We’ll review pay applications, lien wavers and warranty submittals.
During project close out we will monitor preparation and execution of punch lists, designer’s completion certificates, final governmental inspections, issue of occupancy permits, consent of surety for release of funds and other close out items necessary for the completion and occupancy of the building.
We will also be available for consultation during the warranty phase of the project.
Other services. We serve as consultants to the legal profession and insurance industry for issues involving construction cost, scheduling and quality, and for building related structural issues. We prepare fire loss appraisals and can and have managed reconstruction of those buildings within the scope and the budget developed in the appraisal. We can assist lenders to monitor progress and review pay applications of the projects in which they have financial interests.
Our degree of involvement depends on the size of the client’s staff, the availability of that staff and the area of expertise of that staff. An owner who builds only once in awhile and does not have any staff may utilize our services more intensively than an owner who builds constantly and only needs to supplement its staff for a project or for a specific area of expertise. An architect may utilize our services in pre-construction or construction to provide additional services to an owner or to supplement their project administration staff during construction when their staff is at full capacity. A contractor may utilize our services to supplement their project management or superintendent staff or to use us a source of expertise while preparing a request for proposal for a particular project.
